Less take-home pay from the payroll tax hike and continued political wrangling in Washington will depress spending in 2013, according to the National Retail Federation.
The trade group predicts retail sales will rise 3.4 percent this year, down from 4.2 percent in 2012. The modest spending forecast comes after holiday sales fell short of expectations.
